In this case, could you still use the Colt's lower, but swap others' uppers for the patrol rifles?
Any modification to duty-related firearms must be approved by the department armorer.
It is very unlikely to get a non-Colt upper approved.
We are allowed to put various electronic sights/optics, quad rails and forearm grips on the AR, just have to qualify with them installed.
With frequent policy changes (and changing departments), we now have many AR's from various manufacturers... Not that we are complaining or anything...

We own both EoTech and Aimpoint PRO, and have used both.
We like EoTech's reticle slightly better, but the Aimpoint is simply more durable with a much longer battery life... seen a few EoTech with dead batteries or broken electronics in training classes or qualification shoots.
We don't work LE full time and don't drive around in marked police cars anymore. Consequently, we don't use our rifles much nowadays. Aimpoint PRO is simply better suited for our situation now where the rifles can sit for a month or two without being checked (whereas our patrol officers are supposed to check their rifles before every shift.)
